Is leafy lane a public right of way?

IS Firs Lane, Appleton, a public right of way?
The question has been raised by a local resident who has asked the borough council for a definitive ruling on what public rights exist over the road.
He has also asked Appleton Parish Council if it has any evidence of the status of the road.
This arises from the inclusion of Firs Lane as part of a cycle route network in a booklet “A Guide to Cycling in Warrington”, published by the borough council.
Appleton councillor John Price believes the road is in private ownership, with home owners given a right of way over it – and the parish council has passed this information on to the borough.
