The blaze involved a bin store under the flats in Moorside Avenue, Latchford and broke out at around 11.30 last night.
Fire crews rushed to the scene after reports that residents might be trapped inside the flats.
But the building was evacuated and all occupants were accounted for.
Firefighters, wearing breathing apparatus, used a jet to tackle the blaze and a ventilation unit to clear smoke from the building.
