Council to fund £5.2m solar heating project

TOWN Hall chiefs at Warrington are to be asked to fund a £5.250 million scheme to install solar heating in up to 1,500 homes and three sheltered schemes owned by Golden Gates Housing Trust.
The scheme involves Golden Gates purchasing and installing the solar heating equipment and the council then buying the equipment from Golden Gates.
Over a period of 20 years, the scheme should achieve a surplus of £1,390,082 – and tenants of the houses will also benefit from lower energy bills.
A pilot scheme approved by the council in 2011 involving 623 properties has been highly successful with tenants making a saving of about £223 a year on energy and the scheme heading to make a surplus of £3 million over 25 years.
Golden Gates have 1,173 bungalows and the project will prioritise those, in addition to the sheltered housing schemes at Broomfields in Stockton Heath, Sankey Manor and Woolston Hall.
A report to be considered by the council’s executive board points out that the pilot project was more financial beneficial due to higher government tariffs available at the time.
The council will borrow £5,250,288 to fund the installation of the solar heating.
Councillors have been warned that over a 20 year period, variations in the amount of sunlight – which powers the systems – can be expected. But the business case is based on long term historical weather data and weather trends suggest excessive cloud cover is unlikely.
