Decision deferred on clay pigeon plan

PLANNING chiefs at Warrington have put off a decision on a controversial bid for permission to upgrade an existing track on farm land – despite being told the work has already been carried out.
Members of the borough council’s development management committee decided to defer a decision on the application at Prospect Farm, in Prospect Lane, Rixton.
Nearby residents, councillors and conservations have objected to the scheme and another involving a two metre high fence on the site.
They are concerned because unauthorised clay pigeon has been taking place on the land.
Planning officers said permission was not required for the fence and recommended the upgrade to the track be approved retrospectively.
They claimed debate over the use of the site, lawful, authorised or otherwise, was not be relevant.
But the committee decided to defer a decision until a full application for the use of the site was received.
Rixton-with-Glazebrook Parish Council, borough councillors Bill Brinksman, Russ Bowden and Geoff Settle, Risley Moss Action Group and 17 neighbours all lodged objections..
They feared unacceptable additional traffic on an unmade road, danger to users of footpaths, danger to a nearby railway line, impact on nature conservation areas at Rixton and Risley Moss, impact on the Green Belt and noise.
The site adjoins two significant nature reserves and is close to Woolston Eyes Site of Special Scientific Interest.
Conservationists believe the proposal would impinge on the tranquillity of the area, its visitors, etc and cause an all-year round disturbance to birds.
