New highway regulations proposed due to substantial Parkside development

VARIOUS new highway regulations are set to come into force due to the substantial Parkside development near Warrington.

While the development is mainly in the Borough of St Helens it impacts local highways, most notably Winwick Lane.

Warrington Borough Council has given notice of various new traffic regulations including a Proposed 24-hour Clearway Order within the administrative Boundary between Warrington Borough Council & St. Helens Council.

New speed limits and a proposed 7.5 Tonne Weight Limit (Except for Access) are also proposed. Adjacent existing roads have either changed classification or usage and it is considered to reduce a number of speed limits in keeping with the nature of the routes. The section of Parkside Road south of A573 Parkside Link Road is proposed to be declassified and subsequently, the weight limit extents are deemed unsuitable.

Meanwhile, new sections of the carriageway are to be kept free of stationary or parked vehicles including heavy goods vehicles at all times to enable free flow of traffic using the development and suitable through routes.

Warrington Borough Council has given notice it proposes to make an Order under Sections 1, 2, 4 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 and of all other enabling powers. The effect of the Order will be as follows: –
1. The Borough of Warrington (Traffic Management) (Civil Enforcement) Consolidation Order 2018, is hereby further varied or amended as follows: –
(a) In the 4th Schedule by the addition of:

A573 Parkside Link Road From its Administerial Boundary with St Helens Council in an easterly direction to its junction with A573 Parkside Road.
A573 Parkside Road From its Administerial Boundary with St Helens Council to its junction with A573 Parkside Link Road.
A579 Winwick Lane From its junction with A49 / M6 Junction 22 to its Administerial Boundary with St Helens Council.
A579 Winwick Lane From its Administerial Boundary with St Helens Council for a distance of approximately 140 metres in a north-easterly direction.
Winwick Lane Service Road
(Unclassified) From its Administerial Boundary with St Helens Council for its entire length.
