New highway restrictions planned to facilitate bus depot

NEW highway restrictions are being proposed to facilitate the new bus depot being built off Dallam Lane, Warrington, opposite the Halliwell Jones Stadium.

No waiting at any time restrictions are proposed to prohibit any vehicles loading and unloading which may prevent unobstructed access for buses to and from the new bus depot.

The additional measures will also provide parking for coaches setting down and picking up away fans from the stadium and provision of two dedicated ambulance bays on Winwick Road.

THE BOROUGH OF WARRINGTON (TRAFFIC MANAGEMENT) (CIVIL ENFORCEMENT) CONSOLIDATION

(AMENDMENT NO. 51) ORDER 2023

Notice is hereby given that the Council proposes to make an Order under Sections 1, 2, 4, 32, 35 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 and of all other enabling powers.  The effect of the Order will be as follows: –

  1. The Borough of Warrington (Traffic Management) (Civil Enforcement) Consolidation Order 2018, is hereby further varied or amended as follows:-

(a)   In the 3rd Schedule by the deletion of: –

ADDITIONAL ARTICLES/SCHEDULES/AMENDED ARTICLE AND DEFINITIONS

(f)  By the amendment of the definition for “Bus Parking Places” with the addition of Schedule 89a.

(g) By the amendment of the definition for “Parking Places” with the addition of Schedules 87a and 89a and  Articles 20(a) and 22(a).

(h) By the addition of a definition for “Ambulance Parking Places” as follows:

“Ambulance Parking Places” means an area of highway designated by this Order and detailed in Schedule  87a to this Order for the waiting of marked ambulance vehicles;

  • By the addition of a new section under “Part 5 – Parking Places” being “Ambulance Parking Places” and the following entry thereunder:

Ambulance Parking Places

20(a).  The lengths of roads and sides of roads specified in Schedule 87a to this Order are designated as Ambulance Parking Places, where no person, except with the direction or with the permission of a person authorised by the Council, Police Constable in uniform or Police Community Support officer in uniform shall cause or permit any Motor Vehicle to wait at any time in the said lengths of roads specified in the said Schedule unless it is a marked ambulance vehicle.

(j) By the addition of a new Article under “Part 5 – Parking Places” section “Bus Parking Places” and the following entry thereunder:

22(a).  The lengths of roads and sides of roads specified in Schedule 89a to this Order are designated as Bus Parking Places with limited waiting restrictions for Buses as detailed in the said Schedule, where no person, except with the direction or with the permission of a person authorised by the Council, Police Constable in uniform or Police Community Support officer in uniform shall cause or permit any Motor Vehicle to wait at any time in the said lengths of roads specified in the said Schedule unless it is a Bus.

  • By the amendment of Article 53(b) being the addition of Schedules 87a and 89a to the said Article.
  • By the addition of new Schedules and the following entries thereunder: –

SCHEDULE 87a

AMBULANCE PARKING PLACES, ANY TIME, EVERY DAY

Areas of Highway designated as Parking Places, each area described below in this column being an area forming part of the carriageway of a specified highway, is an Ambulance Parking Place. Special Manner of Standing of vehicles in Parking Places Maximum Number of Parking Places
All that part of the western kerb line of Winwick Road which is bounded on the west side by so much of the edge of the carriageway of that highway as extends from a point 11 metres north of Buckley Street for a distance of 20 metres in a northerly direction and which has a width throughout of 2.0 metres. Wholly within the limits of the bay and parallel to the kerb 2

SCHEDULE 89a

BUS PARKING PLACE, Waiting Limited To 45 minutes, No Return Within 1 Hour

Areas of Highway designated as Parking Places, each area described below in this column being an area forming part of the carriageway of a specified highway, is a Bus Parking Place. Special Manner of Standing of vehicles in Parking Places Maximum Number of Parking Places
All that part of the north eastern kerb line of Dallam Lane which is bounded on the north east side by so much of the edge of the carriageway of that highway as extends from a point 128 metres north west of Buckley Street for a distance of 56 metres in a north westerly direction and which has a width throughout of 3.0 metres. Wholly within the limits of the bay and parallel to the kerb 4
