Highway chiefs set to introduce new parking restrictions outside schools due to safety concerns

NEW traffic orders, including parking restrictions, are set to be introduced outside various Warrington schools to address highway safety concerns caused by parents and guardians dropping off or picking up pupils.

Anyone supporting or objecting to the proposals has until April 21st to do so, see details below. The new traffic orders and the statement of reasons for each school are outlined below.

Cardinal Newman High School (Bridgewater Avenue & Worsley Avenue).

To address safety concerns predominately during the start and end of the school day with parents parking (sometimes for lengthy periods) and waiting for pupils. Parking occurs on footways and within the junction of Bridgewater Avenue and Worsley Avenue plus the access road to the main entrance of school (Worsley Avenue) causing congestion and masking crossing pupils.

To address safety concerns during the start and end of the school day with parents parking within the junctions of Perth Close at its cul-de-sac opposite the school entrance reducing visibility and increasing difficulty trying to perform a U-turn to exit a congested area. Parking is also occurring regularly on the footways and across driveways.

Meadowside CP School (Fisher Avenue & Cossack Avenue).

To address safety concerns during the start and end of the school day with parents parking within and around the junction of Fisher Avenue and Cossack Avenue which reduces visibility for pedestrians and cars blocking access to school entrance.

Dallam CP School (Boulting Avenue).

To allow extra protection at dropped crossing points at the Harrison Square junction outside the school. Existing junction protection do not extend to dropped crossing points and so parking takes place and reduces visibility for pedestrians. As a result of the extension of the school’s nursery and infant facilities a new entrance and exit was created and subsequently requires an extension to the School Keep Clear markings.

Oakwood Avenue CP School (Oakwood Avenue & Elmwood Avenue).

In order to help alleviate problems with obstructive parking and loading and unloading around the junctions of Oakwood Avenue with Elmwood Avenue, Pinewood Avenue & Ashwood Avenue and the east side of Elmwood Avenue at school start and finish time, it is intended that the authority implement a Traffic Regulation Order in the form of single kerb tabs to prohibit loading and unloading that will operate Monday to Friday, 8.00am to 9.15am and 2.45pm to 3.30pm. The hours of operation for the prohibition of loading and unloading correspond with the existing prohibition of waiting currently in place.

THE BOROUGH OF WARRINGTON (CALLANDS PRIMARY SCHOOL) (ONE WAY AND PROHIBITION OF LEFT TURN) ORDER 2022

Concerns have been received about the safety of children travelling to and from the school. Presently, there are many traffic movements outside the school with parents parking with little consideration for other road users. This order is intended to ensure that traffic moves in an orderly manner, in a single direction outside the school. This order also includes a subsequent prohibition of left turn for all motor vehicles leaving the Day Centre Access Road.

Notice is hereby given that Warrington Borough Council proposes to make an Order under Sections 1, 2, 4 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 and of all other enabling powers. The effect of the Order will be as follows: –
1. The Borough of Warrington (Traffic Management) (Civil Enforcement) Consolidation Order 2018, is hereby further varied or amended as follows:-
(a) In the 3rd Schedule by the deletion of: –
