Security fence plan under scrutiny

PLANNING chiefs are to visit an NHS centre for people with learning disabilities before deciding whether a 12ft high security fence can be built around it.
Members of the borough council’s planning committee deferred a decision on an application by the 5 Boroughs Partnership NHS Trust for permission for the fence around the facility in Birch Avenue, Winwick.
They will inspect the site before considering the matter again.
Local councillor Brian Maher opposes the scheme on the grounds the proposals will harm the visual amenity of nearby residential properties and the Green Belt.
But planning officers are recommending the scheme be approved and say the fence will be 65 metres away from the nearest house and will be a mesh fence, designed to limit its visual impact.
