Neighbours oppose plan to have seven people living in one house

A TOTAL of 21 nearby residents have objected to plans to convert a detached house at Fearnhead into a “house in multiple occupation” for seven people.

But when the proposals comes before Warrington’s development management committee on Wednesday, officers will recommend they are approved.



They point out that the property in Freshfields Drive, is also occupied by six people – for which no planning consent is required.
The minor increase in occupancy would be in keeping with the present use of the property.
There are already three parking spaces at the house and the proposals include the provision of two more on existing hard-standing.
The application is for Change of use from a domestic 6-bed dwelling used as an HMO (Class C4) to HMO for 7 persons.(C4/ Sui Generis) and drop kerb to access existing hardstanding as another 2 car parking spaces (5m x 2.5m min) to provide 5 in total.
Objectors claim the proposed and existing use of the house is not in keeping with the area, that the size of the house is not suitable for the number of occupiers, there will be increase noise, litter and anti-social behaviour and that the scheme could set a precedent.
They have also complained that the level of on-street parking in Freshfields Drive would make it difficult for emergency vehicles to reach nearby houses.
The plan does not involve any changes to the external appearance of the house although it is understood a single-storey rear extension has already been built under permitted development rights
