Highway planners confirm new traffic restrictions to stop HGVs parking overnight at Winwick Quay

HIGHWAY planners have confirmed no waiting at any time restrictions at Winwick Quay to tackle problems caused by HGVs parking overnight.

Parking throughout the day and overnight within the Winwick Quay estate, particularly by Heavy Goods Vehicles, not only reduces the available carriageway width but also results in litter and anti-social behaviour.

Highway chiefs say the problem may be the result of HGV drivers not wanting to pay overnight parking charges at the nearby Burtonwood Services. The estate has large numbers of HGVs operating throughout the estate 24 hours per day, 7 days per week and parked vehicles reduce visibility for all users including pedestrians, cyclists and commuters using or passing through the area.

Now the borough council has confirmed it plans to introduce no waiting at any time restrictions from April 24.

THE BOROUGH OF WARRINGTON (TRAFFIC MANAGEMENT) (CIVIL ENFORCEMENT) CONSOLIDATION
(AMENDMENT NO. 52) ORDER 2023

Warrington Borough Council has made an Order under Sections 1, 2, 4 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 and of all other enabling powers on 5th April 2023. The effect of the Order is as follows: –
1. The Borough of Warrington (Traffic Management) (Civil Enforcement) Consolidation Order 2018, is hereby further varied or amended as follows:-
(a) In the 3rd Schedule by the deletion of:-
NO WAITING AT ANY TIME
Calver Road
(Both Sides) Between its junction with Bishops Court and a point 205 metres east of its junction with Clarendon Court.
Calver Road
(West Side) From its junction with Calver Park Road for a distance of 25 metres in a northerly direction.
Calver Road
(West Side) From its junction with Calver Park Road for a distance of 25 metres in a southerly direction.
(b) In the 3rd Schedule by the addition of:
NO WAITING AT ANY TIME
Calver Road
(Both Sides) For its entire length.
Mill Lane
(Both Sides) From its north westerly junction with Calver Road to its south easterly junction with Calver Road.
The Order will be effective from 24th April 2023.

Any person who wishes to question the validity of the Order or of any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or on the grounds that any requirement of that Act or any instrument made under it has not been complied with in relation to the Order may, within six weeks from 5th April 2023, apply to the High Court for this purpose.
