Apartments on greenfield site rejected for a second time

PLANS for a two-and-a-half storey block of five apartments on a greenfield site off Kingsway North, Warrington have been rejected by borough planning chiefs.

The scheme was opposed by 17 local residents and would have encroached on a small part of the Twiggeries local wildlife site.
A similar scheme involving eight apartments was refused in 2018 and an appeal was rejected.

But officers recommended approval for the new plan and argued that changes from the original scheme addressed the earlier reasons for refusal.
They said the proposals would result in five new dwellings within inner Warrington. While the site was predominantly greenfield, the proposal would provide apartments in an area that was mainly housing.
The Twiggeries local wildlife site no longer supported any habitats of substantive ecological value and, in any event, the development would only take about 0.7 per cent of the wildlife site.
Objectors claimed the proposed building would not be in keeping with local character and there would be harm to existing levels of privacy. There would be increased noise and light pollution and disturbance from increased comings and goings as well as parking issues.
They believed there would be impacts on wildlife and protected species, including bats.
