Revised Westy Low Traffic Neighbourhood scheme in detail!

WARRINGTON Borough Council has published the detail of revisions to the experimental Low Traffic Neighbourhood scheme at Westy which are set to come into force on November 3 – for up to 14 months!

Meanwhile, the Council will be considering in due course, within the Experimental Order period, whether the provisions of the Experimental Order should continue in force indefinitely.

Earlier today the council announced it was implementing certain changes following public feedback to a recent survey.

STATEMENT OF REASONS
The Council, as part of the Central 6 Streets Plan introduced a Low Traffic Neighbourhood (LTN) covering a number of streets in Westy bounded by Kingsway South, Grange Avenue and Knutsford Road. LTN schemes use planters, bollards or other measures to restrict motor vehicle use in residential streets; reducing ‘rat-running’ to promote a safer environment to walk and cycle.
The northern most modal filter to be removed on Griffiths Street at its junction with Westy Lane to improve access to homes within the area. This results from feedback received from residents.

The one-way section of Broadbent Avenue between Davies Avenue and Griffiths Street to be removed to improve movement through the estate for residents and visitors and revert to two way traffic as the road previously operated.
The Reynolds Street modal filter to be removed to the east of its junction with Tinsley Street and introduce a new, short section of one-way traffic permitting travel in an easterly direction only between Tinsley Street and Davies Avenue. This is to facilitate coaches picking up children from Alderman Bolton Primary School during school trips and swimming and to allow residents more flexibility in entering and exiting the estate. A prohibition of right turn (Davies Avenue into Reynolds Street) is required to support the proposed section of one-way traffic.

THE BOROUGH OF WARRINGTON (WESTY) (LOW TRAFFIC NEIGHBOURHOOD) (TRAFFIC MANAGEMENT SCHEME) EXPERIMENTAL (AMENDMENT NO. 1) ORDER 2022

Notice is hereby given that on 19th October 2022 the Council made the abovementioned Order under Sections 1, 4, 9 and 10 of the Road Traffic Regulation Act 1984 and of all other enabling Powers. The effect of the Order will be as follows: –
1)The Borough of Warrington (Westy) (Low Traffic Neighbourhood) (Traffic Management Scheme) Experimental Order 2022, is hereby varied or amended as follows: –
a)By the deletion of Article 10 from the said Order which removes the following restriction:
To prohibit any Motor Vehicle from proceeding along Broadbent Avenue (between the western side of Davies Avenue & Griffiths Street), in any direction other than a westerly direction (east to west).
b)By the addition of an amended Article 10 to the said Order which includes the following restriction:
To prohibit any Motor Vehicle from proceeding along Reynolds Street (between Tinsley Street and Davies Avenue), in any direction other than an easterly direction (west to east).
c)By the addition of Article 10 (a) to the said Order which includes the following restriction:
To prohibit any Motor Vehicle proceeding on Davies Avenue from making a right hand turn into Reynolds Street.
d)In the Schedule (Prohibition of Motor Vehicles) by the deletion from the said Order of the following restrictions:
Griffiths Street – From a point approximately 5 metres south east of its junction with Westy Lane for a distance of 2 metres in a south easterly direction.
Reynolds Street – At its junction on the east side of Tinsley Street for a distance of 2 metres in an easterly direction.
The Order will be effective from 3rd November 2022 and will remain in force for a period not exceeding 14 months. The Council will be considering in due course, within the Experimental Order period, whether the provisions of the Experimental Order should continue in force indefinitely.

All representations both in support or objecting to the proposals must be in writing either by post or delivered by hand to Legal Services, East Annexe, Town Hall, Sankey Street, Warrington, WA1 1UH or emailed to [email protected] and be received within 6 months of the Experimental Order coming into force. All representations must clearly and concisely specify the grounds on which they are made. Please note that all representations received may be considered in public by the Council and that the substance of any representation together with the name and address of the person making it could become available for public inspection.
