WARRINGTON Borough Council has announced the appointment of the chosen contractor to build the new multi-storey car park to serve the £107 million Time Square regeneration scheme.

Warrington based construction specialist I & H Brown has been awarded the £18.5 million Time Square car park construction contract by the council that will provide circa 1,150 car parking spaces over 8 levels and will be integral in supporting Warrington town centre’s overall car parking offer.

Planning approval was granted for the multi-storey car park earlier this year and work is expected to start on site in 2016 with completion anticipated for October 2017.

Situated in Winwick Quay, I & H Brown’s regional office has been located in Warrington for over a decade and in 2014 the firm celebrated 50 years in the construction, civil engineering and development business. The company employs over 250 staff that work on a wide range of projects throughout the U.K.

The Time Square regeneration scheme – that has been driven and will be delivered by Warrington & Co. on behalf of Warrington Borough Council with development manager Muse Developments – will create up to 400 construction jobs and 400 new permanent jobs in the leisure, retail and restaurant sectors when the whole project is fully completed in 2019.

The first element of the Time Square regeneration scheme was started earlier this year by local contractor CPUK with the start on site of the construction of the temporary market building – the retail unit that will temporarily house the market hall. The market will move into this temporary location in 2017 whilst the new, permanent 31, 150 sq. ft. covered market hall is being constructed.

Steve Park, Managing Director of Warrington & Co. said: “We are delighted about the appointment of I & H Brown – a local construction specialist that has experience of both the region and with working on similar large scale projects. The construction of the multi-storey car park is an important part of the Time Square regeneration scheme as it will provide a new and attractive asset that will underpin and support the whole scheme.”

I & H Brown Managing Director (England & Wales) Nigel Taylor said: “We are pleased to be associated with this prestigious project in our home town of Warrington. We are Warrington based employing localised supply chain and employees retaining the public pound within the Warrington realm.

We relish the journey to deliver this project for Warrington and Co. and are delighted to be the first to make a start for the Time Square regeneration scheme.”

David Burkinshaw, Development Director at Muse Developments, said: “It’s great to see the Project advancing on a number of fronts. The award of this contract will lead to the delivery of another important part of the Scheme. This new multi-storey will provide visitors to the town centre and Time Square with secure and convenient parking facilities.”

Leader of Warrington Borough of Council Councillor Terry O’Neill said: “The construction of the new, multi-storey car parking facility will assist in supporting not only the Time Square Regeneration Scheme but also the whole town centre. The delivery of this important facility demonstrates WBC’s commitment to continue to provide a high standard of town centre amenities.”

  1. Some smoke and mirrors here – I & H Brown is a Scottish company with an office in Warrington. Its head office and Directors are all based in Scotland. A google search (The Courier – Jan 31st 2015) shows that their profits were not great 18 months ago ago so lets hope the plan to demolish a multi-storey carpark and rebuild it with another in the exact same spot at a cost of £18.5 million come to fruition.
