Town in crisis situation over homeless

WARRINGTON is in a crisis situation over the provision of temporary, affordable accommodation for homeless families.
Last year, the council dealt with 722 cases of homelessness compared with 513 the year before. – and homelessness is still increasing.
A total of £69,657 was spent on emergency bed and breakfast accommodation – a significant overspend compared with the bed and breakfast budget of £28,840.
It is widely accepted that bed and breakfast accommodation is unsuitable for families so alternative accommodation is urgently needed.
National hotel chains have a policy that precludes homeless families and this has been extended by other local providers, according to a report to be presented to the borough council’s executive board by Cllr David Keane (pictured), lead member for environment and public protection.
“This leaves the council in a crisis position in which our only alternative is either to use emergency accommodation above local pubs or out-of-borough bed and breakfast placements.
“B&B accommodation out of the borough presents challenges for families and their children in accessing local schools, which could impact on their education, attendance and attainment, ” the report adds.
Austerity and welfare reform changes introduced by the Government are expected to lead to an increase in homelessness in Warrington.
Earlier this year, the council agreed to increase the amount of temporary accommodation in the borough to reduce the need to use emergency B&B.
As a result, officers are recommending the council purchase four properties at Henry Street Mews, previously used as offices by the NSPCC and currently for sale.
“The properties are located in a residential area and are considered suitable for conversion to residential use as four, two bed houses to provide emergency temporary accommodation as an alterative to B&B” the report adds.
It is believed unlikely that planning permission will be required for the conversions.

  1. When I look throughout the town I ask how many properties are left empty that could be used / brought upto habitable use for such use.

    Legislation is available to press the landlords to do this or alternatively place a cpo on the property by the local authority.

    No one should be without a shelter in this day
