Care home boss calls for social contract

THE chairman of HC-One, the company that took over one of the three former Southern Cross care homes at Warrington 100 days ago, has called for a new “social contract” between individuals and the state to clarify who has responsibility for funding long term care.
Speaking at a King’s Fund and Cambridge Health Network event Dr Chai Patel called on policy makers to look past the current austerity measures and seize an opportunity to create a broad consensus.
He said: “”As we eagerly await the forthcoming Social Care White Paper, we hope that the Coalition Government will approach the twin challenges of old age, namely disability and relative poverty. One potential approach is to look at the policies for the next 10-20 years in a different way from the subsequent 20-40 years.
“The current generation needs to be compensated for their disability and to be helped to navigate more effectively towards the resources available to them to receive the right care and support, at the right time and in the right place. Future policy needs to focus on prevention and intensive management of chronic diseases to reduce disability in later years.
“To that end, what needs to happen now is a new explicit social contract about the personal responsibility for funding care, so that individuals, Government and care providers can plan properly for the increasing demand for long term care in the decades ahead.
“In that vein, I urge Government to progress with cross-party talks on the funding of long term care and specifically some of the core principles from the Dilnot Commission, including capping risk, creating incentives, and promoting insurance – really crucial elements.
“Such an approach will take us towards a new national settlement for long term care which provides certainty and confidence for both current and future generations.”
HC-One is a new care operating company, created by NHP and Court Cavendish.
It operates the Callands care home – one of three former Southern Cross homes in Warrington, as well as 10 others in Cheshire and more than 200 across the country.
