Licensing process to be streamlined?

TOWN Hall licensing chiefs at Warrington are being asked to approve measure to streamline licensing applications.
The move would involved amending the borough council’s constitution to enable licensing applications where all parties have agreed to dispense with a full hearing to be delegated to the chairman and deputy chairman of the licensing committee.
Officers believe the approach would strike the right balance between the need to deliver timely and cost effective decisions and the need to protect the authority from legal challenge.
The changes would affect licensing applications for street trading, taxis, sex shops or cinemas, sales of alcohol, entertainment, gaming, etc.
A report to be considered by the licensing committee guidance contained in the Licensing Act clearly intends to simplify the decision making process when agreement is reached on a licensing applications. But the authority has an obligation to ensure it discharges its duties legally and that any conditions imposed are enforceable if challenged at a later date.
The proposed changes would ensure the decision making process was timely and cost effective.
The authority would continue to hold full hearings where agreement could not be reached.
