Carry on tipping ruling

PLANNING bosses at Warrington have agreed to allow a waste disposal company to carry on using a controversial landfill site for another six years.
But members of the borough council’s development management committee has imposed a new condition on the approval given to Collier Industrial Waste at their site off Moss Side Lane, Rixton.
The site must now be inspected every year and a progress report prepared on whether the project is on schedule.
Tipping operating at the site had been annoying nearby residents for years and they, together with Rixton-with-Glazebrook Parish Council, had opposed extending the life of the site.
They claimed they had endured smells, fumes, vermin, noise, flooding and a loss of visual amenity. They also argued that the tipping has damaged the Green Belt, involved the loss of farm land and resulted in increased heavy traffic on local roads.
Councillors went on a site inspection before reaching their decision
Committee chairman Coun Les Hoyle said: “We had sympathy for residents, but we cannot have the site left in an unfinished state.
“However, we have imposed this additional condition so we can monitor progress.”
Collier says it will need five ears to complete tipping and then a further year to restore the site.
Tipping has been carried out in the area since the 1940s and planning consent for the current site – originally two adjoining sites – dates back to 1996.
Planning officers say there will be no increase in the amount of tipping as raising levels in one part of the site will be compensated for by reduced levels in another.
