Off-road parking appeal rejected

A PLANNING inspector has thrown out an appeal by a Warrington householder who wanted to drop the kerb outside his home to provide off-road parking.
The application, in Ellesmere Road, Walton, for a proposed lowering of the pavement for a footway crossing, had gone to appeal after being turned down by Warrington’s development control committee earlier this year.
The inspector’s report said because of the location of the house there would be no room for a car to turn around on the site, meaning cars would have to reverse onto or off the highway.
The report said that visibility on the road was limited due to a slope and parked cars, and that vehicle access would cause conflict with pedestrians and add to traffic congestion.
The inspector added: “On street parking is at a premium and it’s not always possible to park outside no 59 – but this is one of the drawbacks of terraced housing.”
He said despite the appellant being willing to dispense with gates across the entrance to the drive and cut back the hedge along Ellesmere Road and Walton Heath Road, problems would still occur.
