£2.2 million kerbside recycling scheme

TOWN Hall bosses are being asked to approve new kerbside recycling scheme for Warrington, to be introduced in September.
The scheme will cost £2.2 million for purchase of new wheeled bins, vehicles, etc and an estimated £563,000 annual running costs – staff, vehicle running costs, etc.
Members of the borough council’s executive board are also being asked to accept a tender from Dennis Eagle for the supply of six new refuse collection vehicles for the scheme, each costing £128,831.
The kerbside collection scheme is being introduced to help the council meet targets to reduce the amount of refuse going to landfill sites.
Existing “blue bins” – currently used for paper only – will be replaced with larger bins which will be used for “dry” waste materials such as paper, magazines, junk mail, cardboard, metal cans, plastic bottles and glass.
The materials will be taken to a Materials Recycling/Recovery Facility (MRF) where they will be sorted and sent for recycling.
Work is currently going on to prepare a tender for the provision of a MRF for Warrington.
In the short term, it is likely material will be bulked and transported to an existing MRF.
All households that can accommodate a wheeled bin will be expected to take part in the scheme, although alternative arrangements are being considered for flats and apartment blocks.
Because of long lead-in times in vehicle manufacture – at least six months – vehicles may at first be hired to provide the service.
The borough council’s John Rowson said: “The introduction of a kerbside collection recycling service has received strong public support and will assist the council in achieving its targets for the reduction of waste sent to landfill.”
